Justin Hopkins was born in Atlas Park, Paragon city with the ability to create, control, or absorb all forms of electricity. His powers manifested themselves when he was 5 years old. During school he was struck by a bolt of lightning, although in some shock Justin was completely unscathed and there was no evidence of the lightning leaving the room. Justin was transfered to a school for people with special abilities, he graduated at the age of 17. Although trained to control his powers he was reluctant to use them, he went 3 years without so much as an arc between his fingers. That all changed July 24, 2007.

The Rikti were once again invading Paragon City. At first Justin didn't help. It had been such a long time since he had used his powers that he was afraid he would lose control and hurt somone. But after a week of listening to reports of the attacks Justin just couldn't stand it anymore. He put on his School training uniform and joined the fight against the Rikti. He proved time and again, to himself and to the city, that he was a hero.

His Heroics drew the attention of the prestigious group known as the Legends of Justice. He was invited to join, and he did, shortly after starting his career as a hero. With his newfound friends he has dedicated himself to protecting the world against any threat.
